About Us

Jim Hopper has worked in Oklahoma politics for more than 40 years, being involved in campaigns at the local and statewide level. He has been a registered lobbyist for over 25 years and maintains extensive contacts at the State Capitol, the executive branch, and many state agencies. Jim also has experience lobbying in Washington, D.C. and worked on Capitol Hill as a U.S. Senate staffer for 6 years. He has been hosting various business groups on lobbying trips to Washington, D.C. annually for over 20 years and is well known to every member of Oklahoma’s Congressional Delegation. Jim is known for his ability to work both sides of the aisle at the State Capitol which has led to success for the various trade groups he has represented throughout his years as a lobbyist. Jim is President/CEO of his own consulting and lobbying firm, JRH Capitol Strategies. In building his company he has recently partnered with Tulsa based Conner and Winters Law Firm to provide lobbying and government relations consulting to clients of the firm who seek his expertise. His government relations experience includes drafting, tracking, and advocating for legislation, and preparation and presentation of testimony before legislative committees, regulatory agencies, and constituency groups.

For 18 years, Jim was President/CEO of the 4,300 member statewide Oklahoma Restaurant Association and the Oklahoma Lodging Association. Previously, he served nine years as President of the Oklahoma Grocers Association. Jim was the recipient of the 2020 George Nigh Association Executive of the Year Award from the Oklahoma Society of Association Executives, their highest award.

Jim was active on the board, and served as board officer, of the regional Food Bank of Oklahoma for 19 years. Jim is married to Kris Hopper, Chief of External Affairs for the nonprofit Hearts for Hearing. He and Kris live in Oklahoma City, are parents to four adult children, and have four grandchildren.
